They included a quote from the director of the Prison Reform Trust&nbsp;(PRT), Juliet Lyon, which stated that&nbsp;\u201cIn Northern Ireland, there appears to be a high level of public support for restorative justice as a method of dealing with young offenders.\u201d While claiming that there is a \u201chigh level\u201d of support is a relative term, there is data from 2006 that shows&nbsp;<a href=\"http:\/\/www.prisonreformtrust.org.uk\/uploads\/documents\/making_amends.pdf#page=23\" target=\"_blank\" rel=\"noopener noreferrer\">69% of respondents<\/a> supported the practice.<\/p>\n\n\n\n<p><strong>What is restorative Justice?<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/www.justice-ni.gov.uk\/sites\/default\/files\/publications\/doj\/yja-restorative-justice-guide-for-young-people.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Restorative Justice<\/a>&nbsp;is an alternative method for dealing with low level crime that aims to bring victims and perpetrators together, not only to aid&nbsp;in the victim\u2019s recovery, but also force the perpetrator to come to terms with the impact of their behaviour. Furthermore, it has the added benefit of&nbsp;<a href=\"https:\/\/www.restorativejustice.org.uk\/sites\/default\/files\/resources\/files\/Restorative%20Justice%20-%20Time%20for%20Action.pdf#page=4\" target=\"_blank\" rel=\"noopener noreferrer\">reducing the strain<\/a>&nbsp;on prisons, and has been shown to&nbsp;lower reoffending rates by as much as&nbsp;<a href=\"https:\/\/www.restorativejustice.org.uk\/sites\/default\/files\/resources\/files\/Restorative%20Justice%20-%20Time%20for%20Action.pdf#page=4\" target=\"_blank\" rel=\"noopener noreferrer\">14%<\/a>. While in some countries restorative justice has been employed across wider spectrum of offences, it has only been&nbsp;<a href=\"http:\/\/cain.ulst.ac.uk\/icr\/reports\/smyth02ccrj.pdf#page=14\" target=\"_blank\" rel=\"noopener noreferrer\">deemed appropriate<\/a>&nbsp;for relatively petty crimes in Northern Ireland, such as vandalism or theft.<\/p>\n\n\n\n<p><strong>Support for restorative justice in Northern Ireland<\/strong><\/p>\n\n\n\n<p>Regular opinion polls on public support for restorative justice in Northern Ireland are not carried out, but the Public Prosecution Service (PPS) regularly collects data surrounding&nbsp;<a href=\"http:\/\/www.ppsni.gov.uk\/SiteDocuments\/Publications\/Guidelines_for_Diversion_FINALv1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">diversionary options<\/a>&nbsp;(methods for dealing with offenders that circumvent the courts). While this does not specifically apply to young offenders, as restorative justice is a key component of diversionary proceedings, public opinion&nbsp;on&nbsp;these tactics is a very good indicator when addressing the claim.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"http:\/\/www.ppsni.gov.uk\/Branches\/PPSNI\/PPSNI\/Files\/Documents\/Stats%20and%20Research\/Perceptions%20of%20the%20PPS%20-%20Findings%20of%20Survey%20January%202014.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">survey<\/a>&nbsp;from the PPS shows that in January of 2014, a majority of those questioned still supported the use of diversionary options for dealing with offenders.&nbsp;<a href=\"http:\/\/www.ppsni.gov.uk\/Branches\/PPSNI\/PPSNI\/Files\/Documents\/Stats%20and%20Research\/Perceptions%20of%20the%20PPS%20-%20Findings%20of%20Survey%20January%202014.pdf#page=10\" target=\"_blank\" rel=\"noopener noreferrer\">62%<\/a>&nbsp;of their respondents either agree, or strongly agree, with the PPS using these tactics (which include restorative justice).
